(1) Is there really a space between ":" and "\" in E: \PCGms71f2? this may cause an error.
(2) Try the following: make backup copies of all the dll's and replace them with those available with the older version of PCGAMESS (7.1E). In my case, this helped. If this does not help, you'll be able to easily restore the dll's from backup.
