Parallel excecution of 71F version does not work.

Dear All
Today, I encountered unexpected problem on parallel execution of PCGAMESS71F
by a Windows XP machine.  This machine has two hard disks (C and E) and there
are folders of   C:\PCGms71f and E:\PCGms71f2. There are following DLLs both
in  C:\PCGms71f and E: \PCGms71f2
   pcgp2psm.dll  mpibind.dll  p4sstuff.dll pcgp2p.dll  fastdiag.dll
   mpich_smp.dll

I wanted parallel computation  and then I initiated the following batch file.

 copy Test.inp input
 PCGamess>Test.out  C:\PCGms71f  E: \PCGms71f2  -np 2

But, SINGLE NODE run started. Why ?  

In the contrast to PCGamess71f, parallel execution with an old version of
PCGamess71 (Aug. 2007) successfully works. What makes PCGamess71f different
from the old PCGamess71?
